(1) There's an underbelly in that there's a group of folks who market in some black market fare! Hunted fish that aren't checked for quality, counterfeit shells, stolen weapons . . . and they won't get in trouble, necessarily, but the merfolk who run this little black market fare don't really stay in the Palace most of the time. They show up to hawk their fare to the richer folk and leave; they don't stay very long.
(2) She typically orders the finest raw fish and always buys a round of food and drink for the patrons! She also purchases food to give to the more needy folk who can't afford to go, and spends quite a lot of time eating and chatting with the regular patrons. She's a regular fixture there.
(3) The Queen would be touched by the story, and say that the Princess and the Queen are very close, and the Princess would never voluntarily leave her. She has searched the entirety of the city for clues for her absence, and has her entire Guard combing all of Akvos searching for her. She's not sure what she is missing, but would be grateful for the help.
