Riza is absolutely going to be staying with the Queen. Not because she agrees with her or was always going to follow roy anyway so there wasn't a question to start with but because there are innocent mermaids who are under attack and she's going to do what she can to protect them and keep them safe until an end goal is found. So she'll be staying in the Palace/inside the palace to help direct the civilians.
