The Syndicate works primarily in the shadows, and would not give any direct approval or disapproval. However, there's a good chance that Soma will notice that he's being watched more often, followed where he goes in the city, etc. There won't be any direct contact made, but it will be noted.

However, if Soma decides to continue the work, other changes around the city could help or hurt his efforts! The people will appreciate it, and it the community will rise up around it. But you are entering a politically tense city, there's no telling what the response will be once the Circle gets more settled. :)
