1) Depends on what info you want! The Syndicate-controlled parts of the town would certainly have opinions about King Kallathor (Kathashun's father) and Kathashun himself. The prior king was something of a tyrant and intolerant -- Kathashun has only been king for a short period of time and while the poverty-stricken areas of El Minha are slightly hopeful, they're still verys keptical of the crown doing much of anything. Any info you'd find here would be mostly opinion based.
2) With the same level of scrutiny, yes! It would definitely be welcomed, with some questions.
3) There are libraries, such as the House of Wisdom, with a royal history of the monarchy! You would find that the Kings of El Minha possess a sacred rite, known as the Blessings of the Phoenix -- ancient magic that was bestowed upon the First King, and that's sort of how the Royal Family has been chosen ever since. You can gather that, by inference, King Kathashun must have magic of some kind, but it doesn't go into great detail of what it is. You would also find out that King Kallathor's wife died in childbirth and King Kathashun is a young monarch with no children of his own, or any plans or intentions of marriage (which you might find out from the gossipy librarian).
