I'm all for her being arrested and paying for her incidental damage.

Ruby may realize quickly that investigating isn't her actual strong suit. She'll ask people around if they've seen anything. She might then turn to other circle members and try to recruit them to help with the investigation/share the information they've gathered/maybe get some people on damage control. She'll be home base/official delegator if this works out.
