The firestarter(s) is/are humanoid! Through their work (and the work of other Circle members), they can fairly easily deduce that the fires are started magically.
There are no patterns, however. The fires seem to be entirely random! No pattern or practice there . . . but Percy and Vex will be able to tell, with their combined experience, that whatever started these fires seems to be relatively . . . low-level. It doesn't seem to be with any specific purpose in mind. It almost looks like an accident, or at the very least, like it wasn't done with the purpose of efficiency. These truly seem to be random acts of chaos.
