While Noct is going to be all for the neutral status, his personal feelings are caught between how much he sympathizes with the Crown and how empathetic he is for the people affected. He won't stand by to do nothing though and likely seek answers and probably want to go talk to Kathashun first if he can?
He did get a slight tip off that 'something big was going to happen' from hanging around the food kitchens, though it always sounded more like talk to him than something being outright planned (though now that a thing happened as a result of this, he will be trying to remember just who was saying so). The syndicate being the organization behind taking care of the poorer folk are going to be his main reason to not be against them - but he can't fully turn his back on the Crown either. Mostly because he is having trouble separating his own circumstances with Kathashun.
