2. There is nothing organic in the city aside from members of the Circle! The only real rule is to not interrupt their order -- Struxta is a tight ship, so to speak, and as long as you're not taking apart robots and being a general nuisance, you're okay by them! The natives of Struxta essentially have zero complaints about the world. When it comes to the history, they can go on for hours about the things that Struxta has accomplished in terms of technological advancement. Culture will also revolve around that technology, and what they have been able to do and problems they've been able to overcome. There will be no information regarding other worlds that the Welcome Committee will be able to access, but he will be directed towards The Library for any extra information, or any archived shows or things he might want to learn about!
3. No danger to speak of! The city is immaculate, run like clockwork. Robots tend to have the same schedule, day in and day out, particularly when it comes to the residential/manufacturing centers. The races are a little less predictable, but even then, you see the same group of folks showing up to run the races and have a bit of fun. Each being seems to have their purpose, and the Mass Subconsciousness dictates the end-game in most of their day-to-day lives. Is Shiro looking for anything else in particular outside of a general feel of the city?
