The Mass Subconsciousness would be the closest "person" in "charge" of the entire city, but the city itself seems to operate like clockwork without much need for direction after that. If he asks the Welcome Committee about where the organic lifeforms are, they would respond that a very long time ago there had been they had masters and makers in the very beginning. A beginning that was so long ago, there is very little data left on the larger populous server, but he'd be welcome to go and explore those questions in the Library.

He can definitely find one of those in the races! If he's willing to do a little bit of physical work, Keith could find a job at the Races repairing stuff in exchange for a total piece of garbage light cycle that kinda squeals a little when you start it. That would be about four days of pay, in order to buy that much. Repairing it is a lot cheaper! Most of the androids down at the Races seem to kinda roll with what they've got, so to speak, so if Keith is willing to slap something together, they'll let him race with his own (admittedly not great) bike.
